Make an original tutorial, don't copy from another site, submit your tutorial, copy the url of your thread and paste it in the monthly contest thread at the top of that section. So for example you make a vita tutorial, submit the new tutorial in the vita tutorial section, copy the url, paste it in the vita contest page within that subforum.

Sorry, I'm not doing PSP contests anymore, I feel tutorials for that console have ran their course.
We I stop procrastinating I'll add a Wii U section though.

Hope I'm allowed to ask questions here.
Over on the 3ds page, it says the following:
Your guide/tutorial must be original content and not previously published on other sites
I looked to see what other 3ds tutorials have been entered, and the one was a browserhax tutorial. I highly doubt that there hasn't been a similar guide on another site already. So now i'm confused.
My question is, how original does the tutorial have to be?
Also, would a tutorial on how to use Fire Emblem: Fates restoration patches with HANS be an okay tutorial?
(Fire Emblem Restoration is pretty much a romhack for Fire Emblem to restore some Jp only content like swimsuits.)
(Not here trying to criticize Falkiner for not having a completely never before seen tutorial.)

This is a good question.
Here we mean original as in "you've written it yourself" (we don't want people to steal content from other sites) and "your tutorial hasn't been published before on other sites" (we want to be the first site where you publish your tutorial, to avoid people recycling their old stuff just to get a chance at winning a prize).
It's "ok" to take inspiration from others but there is a fine line between "inspired" and "plagiarized". In particular if someone thinks they have a new twist on some existing stuff, then it is fine. Yes, other tutorials probably exist on the web about a variety of topics, but what matters the most to me is that you are writing a tutorial with your own words and on something that you generally did yourself, even if other people have done it and/or explained it before you.
The example you give about Fire Emblem sounds like a good idea for a tutorial IMO
