well, I actually have had a flat battery many times, (during exams and stuff, I wouldn't touch my PSP), My PC to PSP charger worked during that time. (I am actually referring to the charger as in this pic, Not to charging from the USB port of the PSP). Also, my psp runs without the battery inserted...
