Local IP, or better yet, set up port forwarding on your router, and use your external IP. That way it will work on any network, and as it is just the DNS it won't be as slow as a proxy. Does it pop up the Vita settings at all when you hold the home button down? For me, I get a menu that lets me set the brightness, play music, ect. If you click on the settings button at the top you can set the right stick to emu other buttons.

Are you both on the same internet? The vita and your computer have to be connected to the same router for it to work.
