I think what happens is that if a set has less than 75(?) cards, you can't buy boosters for it, but it will be part of "mixed" boosters (mixed with other sets). And you can still buy the individual cards. when it's less than 75cards (I think that's the number, it MIGHT be 60), it only appears in "?...
